SUMMARY

Framework Group, LLC, a Tampa-based multi-family development, general contracting, and consulting company, is seeking a Development Manager to join a lean organization focused on creating a diverse and dynamic team.  

An entrepreneurial organization, Framework has become one of the most active multi-family developers in Florida since its founding in 2010.  By focusing on excellence in design, branding, project capitalization and execution, Framework has built a robust portfolio of exceptional projects in high-growth submarkets throughout the state. 

The Development Manager is responsible for managing all aspects of the multifamily development life cycle, from site acquisition and due diligence through entitlement, design, permitting, construction, and stabilization. This role requires strong project management skills, financial acumen, and the ability to navigate complex regulatory processes while coordinating the delivery of successful multifamily communities on time and within budget.

The Development Manager will join Framework at an exciting time in its growth, and this individual will immediately play an integral role in both managing existing business and delivering future opportunities. 

 

JOB DESCRIPTION

Under the guidance of the Executive Vice President, source new opportunities on behalf of the firm and lead the execution of Framework development projects. Specific tasks to include:

Market Analysis & Feasibility

  • Source and evaluate potential development sites in target markets.

  • Conduct market research and competitive analysis to inform product type, unit mix, and design.

  • Prepare preliminary financial models and feasibility studies to assess project viability.

  • Analyze data from CoStar, Yardi, CBRE, and other industry sources.

Entitlements & Due Diligence

  • Lead entitlement processes, including zoning approvals, site plan reviews, and permitting.

  • Manage consultants and coordinate with local jurisdictions, community groups, and design teams.

  • Oversee due diligence efforts such as environmental reports, geotechnical studies, and title review.

Financial Underwriting & Capitalization

  • Develop and maintain project pro formas to evaluate feasibility and returns.

  • Support financing efforts by preparing materials for lenders, capital partners, and investment committees.

  • Build and manage project budgets and schedules.

  • Participate in structuring equity and debt for new developments.

Design Development & Pre-Construction

  • Develop new project concept, branding, and design.

  • Source and manage third-party providers, including architects, engineers, and other consultants.

  • Direct design coordination with architects and engineers to ensure projects meet budget, schedule, and quality objectives.

  • Lead value engineering and scope refinement to optimize cost and design.

  • Oversee permitting and approval processes prior to construction start.

Construction Oversight & Project Delivery

  • Collaborate with internal or external construction teams to monitor progress, cost, schedule, and quality.

  • Conduct site visits, review change orders, and resolve field or design issues.

  • Report project performance metrics and risks to senior leadership.

  • Visit projects regularly to evaluate progress and resolve technical issues. Represent Framework Group as Owner/Developer at all regular meetings and throughout construction.

  • Create and deliver quarterly project presentations for stakeholders.

Lease-Up & Stabilization

  • Manage project close-out, cost reconciliation, and post-completion reporting.

  • Work with marketers and property managers to develop project marketing strategies, lease-up, and transition from development to stabilization.

  • Coordinate turnover to property management and oversee lease-up and ongoing performance.

  • Track leasing velocity, target rental rates and other income, and operating budget compliance.

  

REQUIRED SKILLS & EXPERIENCE

  • Experience managing or participating in the execution of construction projects. 

  • Proficiency in Microsoft Office programs, especially Excel, Word, and PowerPoint. 

  • Outstanding written, verbal, and public speaking communication skills. 

  • Exceptional capacity for problem solving and collaboration. 

  • Willingness to work in a dynamic, entrepreneurial environment where roles within the organization will shift and evolve over time. 

  • Capacity to work autonomously and ability to manage through change and ambiguity. 

  • Motivation for continuous learning and self-improvement. 

  • Bachelor’s degree in Construction Management, Architecture, Urban Planning, Engineering, Real Estate, Finance, Business or other related field. 

Preferred:

  • 5+ years of similar professional experience, including multi-family industry experience. 

  • Master’s degree in Construction Management, Architecture, Urban Planning, Engineering, Real Estate, Finance, Business or other related field.
